About the Telecom eServices Portal
The Telecom eServices Portal is a collaborative institutional mechanism between all stakeholders including Central and State/UT Government(s), Local bodies, and Service Providers. It facilitates the Right of Way (RoW) and other Licensing/Authorizations/Approvals process through a single interface.
The New Telecommunications Act 2024 mandates a Digital by Design mode for its implementation. This portal envisages facilitating this implementation by bringing transparency, accountability, and responsiveness to all stakeholders while providing a single window for applying and processing applications.
The portal enables applicants from Telecom Services Providers (TSPs), Infrastructure Providers (IPs), Internet Services Providers (ISPs) and others to apply for all types of Licenses, Authorizations, and Approvals. For effective monitoring, the dashboard provides pendency status including disposal timelines — overall, State-wise, and district-wise.

What Information Do We Collect?
Your personal, demographic, location, device, agency details and other similar information may be collected. The information collected shall depend on whether you are an employee of TSPs registered on the portal; undertakings configured on the website may vary from time to time and will be communicated through updates to this policy.
Completing your profile helps us provide a better user experience, including:
- Pre-filling forms with available information (which can be edited).
- Providing information of registered applicants on the portal based on your information.
- Providing application details of TSPs/applicants for various licenses and permissions to the Approving Authorities.
Your usage details may be used for analytics and dashboard design, and to enhance your experience — such as recommendations and reminders for activity due dates, reminders for responses by asset owners, etc., based on application submission, approval, and reversion dates.

How Do We Use Your Personal Information?
Your Personal Information assists us in categorizing application status and monitoring the portal dashboard, which reflects pendency status including average time of disposal — overall, State-wise, district-wise, Division-wise, LSA-wise, and more.
Device and location information help us adapt content/display to your device and recommend precautionary measures according to your digging location.
Collected Personal Information may be used, among other purposes, for:
- Sending notifications about application status, plan details, and due dates.
- Enhancing the efficiency and quality of services offered on the portal.
- Resolving any disputes arising from enquiries made through the portal.
- Monitoring user activity and preferences to provide a better experience in future.
- Detecting, investigating, and preventing activities that may violate policies or may be illegal.
- Any purpose as may be required under applicable laws.

How Do We Handle Your Personal Information?
All personal information shall be stored in secured form and shall only be shared with the concerned Approving Authority of the respective States/UTs/TSPs/DoT LSAs/Business entities on a need-to-know basis for further coordination.
- None of your Personal Information shall be shared with any individual or third party without your express consent, except as required by or under applicable laws.
- Most collected Personal Information shall only be used for user categorization/classification for analytics purposes.
Personal information, agency information, and digging plans submitted or captured may be shared with law enforcement agencies and other Government departments if the Department of Telecommunications has a good-faith belief that access, use, preservation, or disclosure of the information is reasonably necessary to:
- Meet any applicable law, regulation, legal process, or enforceable government request.
- Enforce applicable Terms of Service, including investigation of potential violations.

Data Security & Authentication
It will be a constant endeavour to protect the system from unauthorized access, unauthorized alterations, disclosure, or destruction of information. All information will be held in secured form.
Mobile OTP-based authentication has been deployed through the NIC Janparichay portal to ensure the authenticity of every user.

We collect, receive, possess, or store Personal Information to enable us to serve you effectively and to provide a more personalized and enhanced experience. If the terms of this Privacy Policy are not acceptable to you, please do not use the Telecom eServices Portal and/or the contacts or services provided through it.
